I'm only using Davy Jones and Mulan to get those Heart Lockets currently. I can understand for some people if they don't have the right characters or attractions, but I had no problem getting her ears, the Heart Lockets just weren't dropping however, I had zero. I see many people talk about Tia Dalma, personally, she's not that bad for me right now.
